Limiting internet access

How can I exclude 1 user account from accessing the internet ( IE, OE, AIM,
etc.)? I'm sure there is software for this, but can it be done from within
XP itself?

1. Do not save the internet account password
2. Enable Content Advisor and block certain sites from being accessed
