Limiting DHCP leases

Is there any method to limit a deny a DHCP lease to a specific computer either by name or MAC address.
 
or if you want to block ANY "unauthorized" client from getting an IP address
from DHCP, you can create reservations for all of the "authorized" clients
and exclude any unreserved address in the scope.
