limited access to internet for guest

If there are two user accounts, administrator & guest, is it possible to set
it so the guest can not download files from the internet (but still use the
internet). This is on Windows xp.

They might be able to download,but xp will not install.You can adjust
accounts by R.clicking C: drive,properties,open the Quota tab.
 
My question is kind of the same. I want to make it where my daughter and
nieces cannot dowload pictures or music or anything else to my computer.
They always seem to get viruses. How can I prevent the user accounts from
adding anything to my computer, but still allow internet access?
