Limit what web sites a user can go to.

How can I limit the web sites that a PC can access? I have tried to use the security and content tabs in internet option. The content tab I had more luck with, but still could not limit all sites except for the ones that I want to grant access to. Basicly I want to limit the web access to only an intranet site
