Limit to number of network users?

I recently added an XPHome computer to the 16 98SE
computers on our LAN. All the 98SE computers have access
to each other and the XP computer has access to all the
98SE computers. The problem is that the XP computer
doesn't give all the 98SE computers access. The first
several computers (and it can be any of the 16) are given
access, then any additional computers are denied. Is there
a setting for changing the number of computers allowed
access, or is this limited in XP Home.
 
Maximum inbound connections limit is 5 in XP Home, and 10 in XP Pro. This
limit cannot be changed. You can configure auto disconnect so that the
shares disconnect the 98 systems after certain minutes.

For Windows XP Professional, the maximum number of other computers that
are permitted to simultaneously connect over the network is ten. This limit
includes all transports and resource sharing protocols combined. For
Windows XP Home Edition, the maximum number of other computers that are
permitted to simultaneously connect over the network is five.
