limit formatting to a selection of styles does not work

I have a document that is password protected and with the option "limit
formatting to a selection of styles" selected.
The document is used by other users in the organization.
Somehow, the document is still protected, but i can format the font.
If i unprotect and protect the document again, the problem is resolved.

I don't know what kind of operation is done that makes this problem.

I take it this is Word 2003? Can you describe the steps involved in both
the initial and follow-up process? Please provide a detailed example.
