License Server

Does anyone know how to permenantly get rid of all the
old users and computers in Windows 2000 license server. I
can go in and delete them through license server, revoke
the license they are using and everything runs fine until
I reboot the Domain Controllers. Once I reboot they all
come back and I start receiving error messages that I am
out of license. I have attempted deleting the files inthe
license folder that are indicated in on of the Microsoft
KB articles ( sorry I forget the number) but it does not
work either.

Any information pertaining to this would be appreciated.
 
I have resorted to stopping and disabling the license logging service. It is
not required and does not work as expected.
