License agreement displayed when opening Office 2003 programs

Each time I open any of MS Office programs, I get the license agreement
displayed. Is it normal? If not, how can I get rid if that?

Sorry, the solution has been already described (swichting off the UAC
temporarily). The problem is solved!

I am not sure what UAC is, but the fix for the issue is to have someone log
in as administrator and accept the licence agreement.
