I have purchased a new PC and it came complete with
Windows XP HE. My question is whether I can legally load
the OS on other PC's owned by me (the one in my son's
bedroom) and if ok then how I would go about doing this
as I do not have an actual disc/CD copy of XP HE.
Appreciate any help in moving this query forward.

No, you cannot legally install the OS on other PCs unless you purchase
sufficient licenses for the product.
