when i delete it, it come right back.

Not a Windows 2K file. Where does it reside? What does it
say when right-click / Proterties? Must be part of some
software you installed?

Is your virus checker up-to-date? I couldn't find any reference to the
file, but it just looks like a random name generated by a virus to me, as
does the regenerating registry value.

Is it shown running in your process list in Task Manager? Where on the disk
is the file located?

If you try to kill it using Task Manager, do you get an "Access Denied"
error?
