Lexmark 923 fuser error

Someone just gave me a Lexmark 4036 12R laser printer. He said is was
working fine but he hadn't used it in quite a while.

I plugged it in and it powered up and spit out a test page. There was
no print on the page so I put in another 4039 toner cartridge and
tried again. When I powered it on I got a 923 fuser error.

Left the printer on for a couple of hours and felt the fuser - it was
ice cold.

Obviously, there is a problem. Is there a couple of simple tests I
can perform to determine what needs to be replaced? I am an
electronics tech and have the appropriate tools and meters.

Yank the fuser and find the wires that go to the lamp that heats it.
They should OHM out to about zero. If not, burned out lamp.
