LEGAL PAPER - DOUBLE LINE -TYPING ON BOTH SIDES OF LINE

I CAN NOT SET UP A LEGAL SIZE DOCUMENT WHERE I CAN TYPE ON BOTH SIDES OF A DOUBLE LINE THAT RUNS DOWN THE LENGHT OF THE PAGE. COULD SOME ONE PLEASE HELP ME OUT ON THIS QUESTION. I HAVE BEEN TRYING TO MAKE A TEMPLATE FOR A CONTRACT OF SALE, BUT I AM HAVING A HECK OF A TIME
THANKS TO ANYONE WHO CAN ANSWER MY QUESITON.
 
The simplest way would be to set up a table with the correct column sizes
and with a border between the columns set to be your double line. You would
turn off the borders on the other sides of the table cells. See
