Legal Markup Requires underline/strikethrough version

I work with a County government which is required to send the text of
proposed ordinances for publication in the newspaper. Revisions to ordinances
are made using change tracking, but we can find no way to export the
documents with strike throughs and underscores (for additions and deletions)
so the entire document must be retyped and with underscores and
strike-throughs manually added.

Is it possible to cut out the last step so taht the publisher can capture
the formatting produced by track changes?
