Legacy DOS applications under XPE

I have a few legacy DOS utilities that I was trying to use under XPE. When I
attempt to run them, I get an error that looks like this.

C:\WINDOWS\system32\cmd.exe - io
t. An installable Virtual Device Driver failed Dll initialization. Choose
'Close' to terminate the application.

Is this a limitation of XPE or am I missing a component? The application is
just trying to display its usage parameters to the screen at this point.
