leftover services and drivers

Hello, I uninstalled my old NIC from device manager, removed
the device physically and installed a new NIC.

Even though no instances of the old card appears in device
manager, the driver file dlkrts.sys (dlink nic)
is still in \windows\system32\drivers
and an entry for it still exists in
HKLM\system\currentcontrolset\services\DLKRTS

When I use msinfo32 to display the drivers, the driver from the above
key related to the old NIC is listed as "not started"

What's the deal with these redundant entries? Basically harmless?
Does it slow down system boot time or similar?
Manually delete them from the registry and from system32\drivers ?

Basically harmless. However, did you look in Add/Remove programs? Often, when a piece of hardware requires its own drivers, there may be an entry in Add/Remove Programs.
