Left/Right Margins in Header/Footer

How do I set the left and right margins in headers and footers. These do not
seem to obey what I have set for the body of the spreadsheet.

The Header and Footer margins cannot be moved outwards from their fixed
position which is about 3/4" from edge of paper.

You can move them inwards by padding with spaces but that's it.
