Leading zeroes

A number has between 1 and 11 characters. How can I add
LEADING zeroes the number has 11 characters? (I think the
resulting number needs to have a single-quote in front of
the first zero so retain the leading-zeroes).

That works great for number greater than zero.
But, what do I do if the number = zero?

You can't format for that, you can either use VBA or a help cell

="0"&A1

I'm not sure I'm following what you're doing. When I try
it and enter 0, 11 zeroes show up. ?? Make sure you're
formatting all the cells the same way mentioned below.
