.ldb not being deleted with access closes

What would prevent the .ldb file from being deleted after
I close the database? I noticed that a MSACCess process is
still running long after I've closed the database.

Possibly the person who opened the database doesn't have Delete
privileges in the folder containing the database. They'll need Create,
Update, Read, Execute and Delete privileges...
