Layers

I am using FP 2003 and trying to us layers so that i can put a picture frame with a transparent center. Then i create a new layer and add the image i want to go inside the pictures frame. The only thing i see that layers does is add a positive positioning script, which says can be absolute or relative and i have tried both ways to no avail. If the page is looked at in different resolutions, then the page looks different

Can anyone give me clue what i am doing wrong?

Best to avoid and apply the frame to the photo in a image editing application as not all browsers
hand absolute positioning well.
