Layers and Absolute Positioning

Again I'm referring to this website http://www.sunwellservice.com/index1.htm

My first question has been answered regarding how to get the buttons to stay
centered when different screen resolutions are used. I was told to not use
Absolute Positioning for my layer properties.

K, next question...When I take the absolute positioning off and choose
none, I cannot drag my buttons to where I want them to be to accomplish my
'overlapping' look.

Any more suggestions..short of using different buttons?
