Layering objects over .swf?

In PowerPoint, is it possible to layer objects/graphics over embedded .swf's,
i.e. placing action buttons on top of an .swf? When I'm working on my slides,
I can place other objects over an embedded .swf, but when I play the
sideshow, all these objects disappear.

Unfortunately, no. swf will always be on top.
