layer properties

I am trying to insert a DHTML script inside a web page. I have inserted a
table layout structure.
My problem is when i try to insert the DHTML menu(vertical) to a column in
my table and preview it , the menu always appear on the topmost row.i want to
get the menu displayed a bit down on the page.when i checked the layer
positioning , it was set to "absolute", i changed it to "none".. but whenever
i open my page again or try to create a new page and insert a menu, the
positioning is set to "absolute" by default.. how can i change it to 'none"?
i am using FP 2003

Thanks for replying..the article u sent was really imformative..But i am not
using layers in the page .i am using menus that have been generated by DHTML
builder..
