Since my computer installed XP's latest update my system has become unstable.
With frequent lockups in IE & OE as well as Adobe Photo Elements 4 this is a
Graphics machine P-4 2.66 Ghtz -1 Gig ram - 2 Stacked 40 Gig harddrives
-128meg Graphics card NO GAMES. Any Thoughts???

Uninstall it if you think it is the cause of your problem.

What latest updates?
Event logs give you any errors?
Same results in Safe Mode?

Try Ctrl+Alt+Delete to select Task Manager and click the
Performance Tab. What is the Total, the Commit Charge
and the Peak?

You may check on pagefile (virtual memory) usage with
Page File Monitor for XP:
http://www.dougknox.com/

If you get anything much more than 50 mb virtual memory
usage for most users this means you need to add RAM
memory. However, using Adobe Photo Elements will
produce higher usage. The system uses virtual memory
for a limited number of tasks rather than RAM memory.

Make sure you study the readme.txt file carefully to ensure
you get the utility to work as it should.

How much free disk space on the drive where pagefile.sys
is located? Have you set a maximum pagefile size?

Hope this helps.

Uninstall the update.

What was the latest update intended to resolve and
what does this user use their machine for?

You need to base advice on evidence not supposition.
