How can I find label templates that are 3x4 or 5x4 I need to print out labels
that are large enough to see on a gift bag

Check with the maker of the labels. Avery, for example, has label templates
for all, or most all, of the sizes of label they manufacture -- and that is
a wide, wide range of sizes.
