laptop rebooting

I've got a three month old Balance notebook that keeps rebooting. I can't get
it to boot in safe mode, safe mode w/ networking, safemode w/ command prompt,
last known good config, or start normally. When I tap the f8 key, I only get
a page that says "select first boot device: IDE-0 HITACHE_DK23FB-40, or
CD/DVD-0 UJDA760 DVD/CDRW. When I tap the f12 key, it displays a bunch of
stuff, but then returns me to the page that offers options to load. When I
tap the f5 key, I get more options to load, but none work either. When I
doenter Last Known, I get a message saying" windows could not start because
the following file is missing or corupt: \WINDOWS\system32\config\SYSTEM. It
also says to repair by using original Setup CD. When I run the CD, it gets
94% complete, and then states that an image file failed to load, try again. I
tried it 10 times, and it always fails at the same point. I would appriciate
any other advise! Here's my specs.1.2 GHz Mobile AMD Athlon 4 processor with

If it's three months old it's still under warranty. I'd
contact the manufacturer for help . . .

I'm having a problem locating the manufacturer. I purchased it through
Walmart.com, and when I contacted them, they couldn't find any contact info.
Theyfinally found a web-site, and phone number, but the site isn't valid, and
the number is not in service. Their research team is looking into it, but I
haven't heard from them yet.
