Laptop and numeric character codes

In order to type in certain characters (i.e. those with accents for other languages) using the 4-digit character code, you need to hold down ALT, then, using the numeric keypad, type the character code. How do you do this on a laptop that does not have a numeric keypad?

On most laptops, there is a numeric key pad that overlays some of the keys
on the keyboard and using the Function Key, you can do the equivalent of
turn on NumLock on a regular keyboard. This brings the numeric keypad
functionality of those keys into play so that you can then use Alt + the
keys on the "numeric keypad"
