I am an English speaking teacher working on a computer in
China that has a Chinese version of Windows XP loaded on
it. How can it get an English version of Windows XP to
replace the Chinese version? Do I need to uninstall first,
Can I install over, do I need to format first? How do I get
English Windows XP

You need to buy an English version of XP. I'd do a clean install; i.e.,
format the hard drive first. Then reinstall programs from cd's and
restore data from backups.
