language toolbar

i can disable the language toolbar on my pc but when i restart it, it's back.
EVERY TIME!!! How can i fix it?

Language toolbar in what software? You asked in a .NET discussion group, so
I looked in VS 2008 and VS 2010. No language toolbar.
