Language settings on Welcome screen

How can I change the language settings (startup language, switch key combo)
for the Welcome Screen? I had set my main (administrator) account to have
Greek as the startup language over English, and to switch languages with
Ctrl+Shift instead of Shift+Alt. Somehow, those settings migrated to the
Welcome Screen. Now I changed my user to start with English and switch with
Shift+Alt but the Welcome Screen still starts with Greek and Ctrl+Shift as
defaults. No user on this computer has these settings. I tried using TweakUI
but there is no option to copy the Language settings of a user to the
Welcome screen.

Also, I'm running an English version of WinXP Home SP2.
 
Thank you Mark, I tried the instructions, but to no effect. no change on the
Welcome Screen. Is it perhaps responsible for that, the fact that the
Language settings are registry ones, and in that procedure, files of the
user were copied to the default profile?
 
I would have expected the Default User profile to set the Welcome screen to a
Language choice. Perhaps you should log in as the default "Administrator"
account (Safe Mode will offer that) (F8 on restart)
