Language keyboard settings

I'm creating an unattended XP-SP2 installation for our company. We are using
Windows XP Pro Dutch. XP installs perfect but at the first login of all
users there's the Englisch (US) language / VS keyboard / VS (int) Keyboard
AND the Dutch language / Dutch keyboard / US (int) keyboard present. I can
I make the setting for the default user to be: Dutch language / US (int)
keyboard and remove (or not install) the rest?
I've tried various combinations of Input_locale, System_locale and
Keyboardlayout settings in winnt.sif but none of them give the right result.
