Language bar

How can I keep the Language bar from coming back every time I boot even
though I keep telling it to go away?
 
Assuming you already tried this?
Went to the language bar settings and unchecked display language bar on
desktop option.

Let me know. GLuck!
 
go to regional and language options in the control pannel , click on
languages click on details click on advanced and check turn off advanced
text services and click apply then ok and the language bar will be turned off
 
This site is new to me. Please excuse, if I am not following protocol. My
problem is a different language problem.

When I try to install software from a CD, most of the time, it will prompt
me in Russian. I have set all of my settings to English, that I could find.
How can I fix this?

Please advise,

Click Start, point to Settings then Control Panel, click Regional and
Language Options. Under Regional Options tab, Standard and Formats click
the downward pointing arrow [v] to select your preferences in the drop-down
menu.
