This may be of some help:
If in fact your settings are all as you intended, there is one more step,
for some reason. Look in the Task Bar area, OR the upper-right corner for a
tiny square box (mine is navy blue) with the 2-letter abbreviation for your
primary language in it. Click the box, and then tick/check off the "show
language bar" option. Then, the bar should dock at the top of your screen on
the right. You can pull it around by the left edge if you would like to
reposition it.
Also, the little arrow on the right will open up a menu, which includes
settings, if you want to fiddle with it some more. The minuscule minus sign
above the arrow will hide the language bar, so avoid accidentally clicking
on it.
