Lables that the cursor pick up while crossing icons.

Using WXP SP2, and clicking on any icon in the task bar, these lables
pop up to tell you what the icon is. If your clicking on the volume
icon, it lets you know that it's the volume icon and at the same time,
covers it up so you cant see to click on it anyway. If your running
Netscape, this long lable lets you know its Netscape that your cursor
is over just incase the Netscape logo didn't give it away. If you
select Shut Down, it tells you that the shutdown icon lets you safely
shut down the computer ... well, I'm sure you get the point. Please,
how can I de-select this ridiculous feature. Many thanks...

They are called balloon tips. Run the edit on Kelly's site:
http://www.kellys-korner-xp.com/xp_tweaks.htm
Line 11: Disable Balloon Tips or Disable All

Click on the Disable All part of the line. See the top of the page for
info on running the edit.

Thanks Rock, I clicked on both items in row 11 and; see if I did this
correctly, opened the browser with text and file had .reg as an
extention. I "saved as" and copied to my downloads folder. At the end
of the download, I selected "launch" from the download window and
answered yes to the messeges and told me it had entered into the
registery. Re-booted computer and the ballon tips are still there while
cursor is crossing the task bar. Maybe I'm doing something wrong. Can
you assist. Many thanks.
