Try any of the following.

(Tip from David Candy)
Type or paste the following command into Start | Run and click OK...

regsvr32 /i shell32

Or download and run Doug Knox's folder_open.vbs

folder_open.vbs- Fixes the problem where Search or Command Prompt opens when
double clicking a folder

Left clicking on a file folder icon displays the C:\ prompt window. Right
clicking on same file folder displays drop-down window with top line in
boldface type reading "open command window here" and "open" is in regular
type but half-way down the drop-down window list.

How do I change this? That is, how do I change when left clicking on a file
folder that it goes to THAT file's sub-directory. And when I right click on
a file folder the drop down window displays "Open" in boldface type on the
top line instead of "open command window here" in boldface type on the top
line.

Windows XP home w/ service pack 1

Well, I'll be darned. Just like that! It works. I did as you said. Start
Run > (entered regsvr32 /i shell32) and hit OK. Now when I double click a
file folder . . . voila that file folder opens instead of going to the C:\
prompt.
