Kyocera 7135 Smartphone and data services

Specifications: I have a Kyocera 7135 smart phone... US Cellular as
my wireless service provider... my laptop has Windows XP Pro loaded on it

I have the drivers to use the 7135 as a USB wireless modem, ... when I
put the two together it tells me that it is NOT able to connect to data
services... I called UScellular and to my shock, they do NOT offer data
services...

I have spoken with other wireless providers and the who do offer data
services, do NOT offer it for the areas that I need it in...

Scenario: I need to get my laptop to globalvetlink through my 7135,
so that I can make health certificates (Coggins) for horses, donkeys, and
similar animals at horse auctions in Brownwood and Stevensville Texas...

Question: Can anyone here think of an IT solution that would enable
to utilize wireless services for this purpose, in these two areas???
inexpensive solutions will be attempted first.. LOL...

Another option would be to use standard dialup internet service and use the
7135 as an analog modem instead of digital modem. There may be some cost
involved, but it sounds as if the small cost would be trivial compared to the
convenience it will provide.
