Knowing if a file in Windows belongs to windows.

For example, a file by the name of WINPROC32.EXE saids
its created by microsoft to stop general spyware
software. How do I know if this is true or not? Is
there a list of all the files that microsoft creates, so
I can check up on the file or exe program. If not, why?
