Kiosk mode - Prevent user from exiting?

By entering "iexplore -k www.anyaddress.com" in Run line,
you can put your system into kiosk mode. However, all it
takes for a user to change it back is to press Alt+F4.

Is there a way to prevent the user from exiting, or
program a shortcut key? No shortcut key is programmed for
IEXPLORE.EXE (listed as "None"), so how do you change it?
