Kiosk Mode: New Browser window NOT in kiosk mode

I want to secure a public accessible workstation by using IE in Kiosk Mode. I
already set AllowWindowReuse to 1, so that links are opened in the same
window.

Anyway there are some webpages, which open in a new window. These new
windows do not open in kiosk mode, so that the users have full access to the
Internet Explorer.

Any way to solve this problem?
 
Forgot one thing: The same problem occurs, when using the full screen mode:
The first browser window opens in full screen mode...when other windows are
opened by clicking links, these windows open in normal mode.
