Killing the cisvc.exe process

I now have to kill that process for me to search for
files on my computer. I want to be able to search
normally what are the security implications
 
I am not quite sure what you are saying here.
The process name corresponds to the Indexing Service
as it is listed in the services management interface.
If you set this service to not start, you will not have
the process running, but you are still able to do a
search in explorer. It is just not optimized by having
indices pre-built by the indexing service.

As for security implications, again I am not picking
up on what you are getting at. When doing a search
if you ask to search relative to content within files
for example, the result set is supposed to only display
items for which the account requesting the search has
permissions that are sufficient to allow the search
criteria to be used, and hence the found items to be
available within that account's permission set.
