Is there any way to kill a runing program from the command line
that will not die by way of "end task" in task manager?

Yes.

Win XP/2003 you can use the built-in TaskKill.

For older versions the (free) reskit utility Kill.exe (on MS website)
or the free SysInternals.com PSKill.

I consider these essential tools for Windows.

I find this utility is useful too because it can also be used to try to
close things gracefully.
