Keystokes getting crossed

Hello

From time to time my keystrokes get crossed. As an example of what is going
on I've taken a post from a blog which perfectly describes my problem. It is
not specific to any program it happens ALL THE TIME and is very frustrating.
I have to save my work and close the program and restrart in order to fix the
problem. Read below for an exact description:

"Keystrokes get Crossed - The keystrokes get messed up after a while. I
still haven’t figured out a logical course of how this error comes along -
which software causes it, or what keystrokes cause it etc. But, it gets quite
annoying when / returns the e with an accent at the top (the French accented
e), and { returns a blank while } returns a `. And the quotation marks get
messed up as well. "

Aren't you accidentally changing the language of your keyboard? Do you have
french installed as a keyboard language? Check the shortcuts you set to swap
between the languages you have installed.
 
It looks like this could be it, although there is no shortcut set to switch
between languages. Seems like it might be switching on it's own. Also, why
would closing the program and opening it back up solve the issue? If I was
switching between languages, when I reopened the application in question,
wouldn't it still be in French? Anyways, I removed the other languages and
hopefully that will work. Thanks for your help.
 
Adobe photoshop elements version 3 does that in XP. But then it doesn't work
at all in V*st*.

However, this suggests that it may be some application even more buggy than
V*st* that's causing the trouble.
