Keyboard Shortcut for increase and decrease

Is there already or is there a way to make a keyboard shortcut to be able to
increase and decrease in a customized numbered outline without having to do
so with the mouse? I have tried MS suggestions but will not work for these
commands.
 
There are actually two sets of shortcuts:

1. If you have linked styles to a outline-numbered list, you can
promote/demote with Alt+Shift+Left/Right Arrow.

2. You can also use Tab/Shift+Tab to demote/promote provided you have some
options set correctly:
a. In Word 2000 and earlier (and Mac versions), check the box for "Tabs
and backspace set left indent" on the Edit tab of Tools | Options.
b. In Word 2002 and 2003, check the box for "Set left- and first-indent
with tabs and backspaces" on the AutoFormat As You Type tab of Tools |
AutoCorrect Options.

With my cursor at the beginning of the numbered style, I press TAB to promote
to the next level and SHIFT TAB to decrease the leveled style. Hope this
helps.

I did a reinstall, and 2. b) above "Set left- and first-indent
with tabs and backspaces", still doesn't work. Tab and shift/tab all of a sudden just did not do the job???
