Keyboard only works in safe mode

Fascinating problem. PS/2 Keyboard on daughter's computer failed to work. Tried another keyboard, tried USB keyboard. Booted into safe mode and works perfectly. Uninstalled and re installed after restart. no change. Swapped motherboard because i was told it was a keyboard controller chip fault - no change. Tried running msconfig and removing all new entries and all MS unnecessary services - no change. Not sure what to do next and it must be software as have swapped keyboards and motherboard. Help pleeese as she needs it for Christmas present games.
