Keyboard Mouse movement

Am I dreaming? Isn't there a way to use keyboard arrow keys,
etc to simulate mouse movement and buttons?

I had a friend mistakenly disable the touch pad on a laptop.
Now they cannot do anything. I thought the keyboard could be
used to select the touch pad icon on the task bar to
re-enable it.

Is there an emergency measure that could be taken short of
installing a mouse?

Meanwhile, you might want to check the laptop manufacturer's web site to see if
you can download the manual for your friend's system. The manual might provide
help in turning the touchpad back on.
