Keyboard does not respond at startup with dual boot.ini system

I set up the boot.ini file some time ago so I could choose between two
separate boot drives. I have XP loaded on both drives. Previously, when I
started the machine, I was prompted with a screen that allowed me to choose
from which drive I wanted to boot. I could move between the options with the
arrow keys and then press ENTER to select.

Now, however, when that screen appears, the arrow keys and enter keys do not
function. I have to wait for the boot.ini file to time out and then it boots
from the default drive.

Any suggestions???

You need to go back to basics: Reboot your machine, then
get into the BIOS setup screen. If you can't (which I suspect)
then there is something wrong with your keyboard - it does
not function outside Windows. Try a different keyboard!

I should have mentioned that this all worked fine in the past...nothing has
changed with regards to hardware or software. In the past, I have been able
to select between the two boot options. Now, nothing works. It just times
out and go to the default boot option.

Whether it worked fine in the past or not is irrelevant.
What matters is that it does not work now and that you
need to work out what's wrong. My suggestion would
be a very easy but essential first step.
