Keyboard: Ctrl Key not working?

Is there a way to reset keyboard mapping to the XP default? My son's keyboard no longer accepts Ctrl-C or Ctrl-V shortcuts for cut and paste. Cut and paste work if selecting from notepad Edit menu. Neither of the two Ctrl keys work

Any suggestions are welcome.
