template of main frame with top and side banner the text
and images in main frame change depending on browser or

server but it will look like crap on some peoples

There's really no good solution for this. No matter what
you do, your visitors will adjust their browsers to
different widths.
The best approach is to make sure your page looks its
best at the resolution you think most of your visitors
will use, and that you can at least stand it at other
resolutions.
