Keeping control of format in Firefox

I am using a CSS for my FrontPage web site and I find that in Firefox, you
can still change the font size, even if the size of the font is controlled by
a CSS.
Also, you are able to turn off basic elements, like the background of a
table.
Is there any way to get around these two browser issues in FrontPage?
I appreciate the help!

That's the way it's supposed to work. IE is a defective, old browser that
requires the user to take additional steps if they don't want to be
entrapped by fixed font sizes.

These aren't "issues". Why would you want to get around people being able to
view your site? I don't understand.

My monitor runs at 1600x1200. Let's say that you've decided that an 8px font
looks nice. Do you think I'd be able to read it without changing the font
size?

If I can't read it, I will go away fast. You must allow flexibility by the
viewer ... and we're all different!

Set your entire page as a graphic or image.
People who turn off graphics, or use text only browsers will then see
nothing, of course.
The only way to control font size in the browser is to force your
users to use IE6 or earlier - 25% or more browsers in regular use
today are NOT IE, and IE7 is on the horizon... And you cannot control
the use (or non-use) of images, background or otherwise.
You cannot control how users see your page - you can only make
suggestions.
