keep with next and text boxes

why do text boxes or graphics "interfere" with paragraph formatting such as "keep with next"? For example I have something like the following

John Doe______ Principal-in-Charg
Education: xxxx
Registration: xxxx

The "John Doe" paragraph has a keep with next formatting and the "Education and Registration" lines are in a text box. If the "John Doe" paragraph appears at the end of the page, it won't follow to the next page. I end up having to put in a page break before.

'Keep with next' can only keep together paragraphs of text that are in
the text layer. Graphics and text boxes are in the drawing layer --
that's what makes them 'float' with respect to text so you can drag
them around.

If the cursor is in the text paragraph when you insert the text box or
graphic, the drawing object will be 'anchored' to that paragraph. The
paragraph and the object will always appear on the same page -- it's
impossible to have a drawing object on a different page than its
anchor. This is true regardless of whether the paragraph is marked
with 'Keep with next'.

If you go to Tools > Options > View and check the box for 'Object
anchors', then you'll see an anchor symbol in the left margin whenever
the object is selected. That tells you where the object will go when
the text breaks across pages.
