keep receiving the same email

I am using Outlook 2007 at work. I keep receiving an email that has my
address both in the To field and CC field. I have an user getting the same
problem with Outlook 2003. Whenever a sender replies an email with her email
address in the To and CC fields, she would keep receiving the email. We have
to go to the webmail to delete the email to stop it. It seems like the email
is running in a loop. Does anyone have the same problem? And Does anyone know
how to fix it so that the loop situation would not happen even though the
email address appear in the To and CC fields?

2 things that I can think of at present

(1) Receipt is set
(2) Antivirus is set to scan incoming and outgoing emails. Anti Spam filtering can also cause this. Disable both and test
